Digital Transformation: AI from theory to municipal action

If there was one word that echoed through the halls of La Nave during this CNIS 2026, it was "AI." But while many debated abstract concepts, Kawaru Consulting and the Cornellà de Llobregat City Council They proved that the future is already underway.

Under the title «"From theory to implementation: how to integrate AI Agents into the daily work of the Administration"», The session became one of the highlights of the congress, achieving a full house and arousing unprecedented interest.

A presentation with a name of its own: Òscar Toledano and the case of Cornellà de Llobregat

The session was led by ÒScar Toledano, Head of the IT Management Area of the Cornellà de Llobregat City Council, who explained how a local administration can make the technological leap safely and efficiently.

What captivated the audience —who left the room packed with attendees even standing—it wasn't a promise of the future, but the exposure of a a project that is already underway and functioning. Òscar Toledano showed how the Cornellà City Council has integrated AI Agents into its daily workflows, transforming theory into a real management tool.

Breaking the implementation barrier: How did we do it?

Kawaru's proposal, validated by its success in Cornellà, moved away from generic discourses to focus on the integration methodology. An ecosystem was presented where AI Agents are not isolated tools, but "teammates" capable of reasoning and performing complex tasks.

The pillars that defined the success of the proposal:

  • Specific Purpose Agents: Instead of a general-purpose AI, agents specialized in critical tasks such as classification of incoming records and files, assistance in the grant validation and the support of the agents for developments that improve citizen services.

  • Governance and Security: Special emphasis was placed on how the project strictly complies with the European AI Regulation, guaranteeing the sovereignty of public data.

  • Proven Efficiency: Data was shared on the savings in administrative time and the improvement in the accuracy of processes, demonstrating that AI frees the public employee from the most mechanical tasks.

From "what" to "how": An instruction manual for the public sector

The most impactful moment was the demonstration of the use cases already operating in Cornellà. Attendees appreciated that, for the first time, the presentation delved into the technical and organizational details: how the models are trained, how they are integrated with the case management system, and how the cultural shift is managed within the staff.

The presentation was rated by the attendees as «"Brave, realistic, and the most useful member of Congress"».

Many thanks to the Cornellà de Llobregat City Council for their trust.
